Dear Mr. President:

In your 2003 State of the Union Address, you stated the CIA had reviewed your address regarding your statement: "….AIDS IS A PLAGUE OF NATURE".. According to initial reviews of the available progress reports of the federal virus program, AIDS IS A PLAGUE OF MAN.

We are again requesting the United States fully and freely release all documents of the U.S. Special Virus program, and the 1957 " off the record" appropriation that funded U.S. "SPECIAL OPERATION -X" ("SOX"). It is critical the American people understand former President Gerald Ford, was one of the Congressman who participated in the 'off the record' discussions.

Additionally, any cursory review of the May 1946 Appropriations would reveal conclusively the United States had a 'biological agent', a "stealth-type' weapon in "useable shape". See, TIME MAGAZINE, June 3, 1946, "BETTER THAN THE BOMB".

In a May 15, 2000 letter, the United States' top Medical Officer for the Office of AIDS Research, Dr. Victoria Cargill, M.D., declared the 1971 "research logic" blueprint of the federal program to make HIV/AAIDS, as : "….[t{he flowchart on the human immunodeficiency virus (HIV)…". Dr. Cargill turned the information over to NCI Deputy Director, Dr. Alan S. Rabson. Dr. Rabson was one of the American scientists who helped develop HIV, as he is first listed in the 1971 progress report, progress report #8.

In this regard, Dr. Rabson has purposefully sought to thwart and impede any and every review and investigation of the secret, federal virus development program. At present, the people are awaiting the United States' response to its May 2004 Freedom of Information Act ("FOIA")request for "FULL DISCLSOURE" of the secret federal virus program. On July 7, 2003, federal Judge Jeffrey Miller ORDERED that a "new" FOIA request should be submitted to the United States. In response to the FOIA request, the United Sates (Ms. Letecia Washington washingl@mail.nih.gov) has informed the people that additional documents have been found pursuant to the FOIA request for documents. However, Ms. Washington has allegedly sent the documents on several occasions; however, no documents have arrived.

This letter seeking accountability and review of U.S. documents lies at the heart and core of a true society committed to equal progression for all.
