Help After a Disaster, Applicant's Guide to the Individuals
& Households Program From: Dr. F. A. Young, Esq. September 4, 2005 Doctor of Law, Cornell Law School '77' ttp://www.fema.gov/pdf/about/process/help_after_disaster_english.pdf Dear Colleagues, Brothers, Sisters & Concerned Citizens: I have researched strategic aid available to the victims of the disaster. My research indicates that there is no reason that the disaster victims have to be herded into stadiums like cattle and sheep or placed in abandoned military bases for extended periods. There is no reason they have to be viewed as a burden or made to feel they are at the mercy of charitable organizations or individuals. Cash grants are immediately available. Captioned above is the link to the Application to apply for the funds. Receipt of these grants and loans are a right!! They are not charitable handouts. Kindly review the following and formulate action plans to get the application process started. Also we should all demand to know --- Why is the media failing to broadcast that this assistance is available?? Give the victims dignity. Give them their rights. Visit the following link. http://www.fema.gov/rrr/inassist.shtm Assistance for Individuals and Households. This program, which may include cash grants of up to $26,200 per individual or household, includes:
Your Civil Rights and Disaster Assistance The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) is the law that authorizes Federal assistance when the President declares a State to be a disaster area. Section 308 of the Stafford Act protects individuals from discrimination on the basis of their race, color, religion, nationality, sex, age, or economic status in all disaster assistance programs. Section 309 of the Stafford Act applies these non-discrimination provisions to all private relief organizations participating in the response and recovery effort. In addition, Title VI of the Civil Rights Act of 1964 also protects individuals from discrimination on the basis of their race, color, or national origin in programs that receive Federal financial assistance. Section 504 of the Rehabilitation Act of 1973 is a Federal law that protects individuals with disabilities from discrimination in all programs receiving funds from the Federal government or operated by the Federal government. Section 508 of that law prohibits discrimination against persons with disabilities in regard to federally operated technology systems. Alert the disaster victims of this right and these major benefits. Work together to get the word out. Organize the black college students to visit the stadiums and various major holding centers where victims are currently held to inform the people of their economic benefits and rights to receive these funds. Indeed, the Federal Government should hire these students and send them in to assist the victims in completing the application process. Provide the students mobile phones and laptops to facilitate their access to the FEMA web site and online application process. MOBILIZE!!!! The 10 billion plus allocated must get to the people. Do not let these victims be treated like charity cases. Do the math - there is a huge amount of funds available to the victims to be put in their hands and spent by them. They do not have to remain interred in stadiums and or abandoned military bases. I am at your service. Understand FEMA read the word doc. I attached. You may be surprised - mostly likely shocked. Visit the FEMA website link below The Disaster Assistance Process http://www.fema.gov/about/process/ May God ease the suffering of the disaster victims and reward us for the good that we do. Peace
