The fundamental changes in American Law that lead to the body of law we now call, "Family Law", arose in 1960's, born of the Feminist Rights Movements. Originally they prompted California to pass no-fault divorce statutes in 1970, and worked to spread that concept across the nation. Adoption: The Moral Alternative to Abortion.

Survey statistics overall showed that adoption in the millennium has a better reputation than ever, and that people are connecting with the idea of adoption as good for their families and for society:

· 4 in 10 American adults (81.5 million) have considered adoption for their own families
· 63 percent of all American adults have a very favorable opinion about adoption (seven percentage point increase since measured in 1997)
· 64 percent have experienced adoption within their own families or among close friends (a six percentage point increase since 1997)
· 78 percent believe the country should be doing more to encourage adoption · 95 percent think adoptive parents should receive the same maternity and paternity benefits from employers as biological parents
· Hispanic populations are more likely (54 percent) to consider adoption than African-American (45 percent) and White populations (36 percent) – though African-Americans are most likely to consider adopting a child who has been in foster care for a few years

Stats on Foster Care

How many children were in foster care on September 30, 2000? 556,000
How many children entered foster care during FY 2000? 291,000
How many children exited foster care during FY 2000? 275,000
How many children were waiting to be adopted on September 30, 2000? 131,000
How many children had their parental rights terminated for all living parents? 75,000
How many children were adopted from the public foster care system in FY 2000? 51,000

The stats on children entering foster care increases every year. In 1992 there were 494,000 children in foster care nationwide. That is an increase of 62000 over eight (8) years. That's 7750 a year on average breaking down to 645 a month and 21 children a day nationwide that goes into foster care.

If this cycle continues at this rate, in 2010 there will be an additional 54,250 children in foster care give or take a rate of change. The cases of children being put into foster care could increase each day or decrease.

For instance, at the end of 1982 there were 262,000 children in foster care, which means that in a ten year period of time - between 1982 and 1992, 232,000 more children came into foster care, that's 23200 a year and 1933 a month averaging to 64 children a day going into foster care. However, this is based on a ten (10) year span (from 1982-1992) as opposed to an eight (8) year span (from 1992-2000). If calculated accordingly, the findings would indeed show that the rates are decreasing over the years as to the number of children going into foster care.

What would the reason for this be? Either the States have refrained from extracting children from the families as much, more families are staying together and providing better living environments, or less children are being born today than in the eighties.
